In the near future, I plan to re-introduce HB 2731 that would amend the County Code to permit a county advancing from the fifth to fourth class to maintain the status quo of one person continuing to hold the offices of prothonotary and clerk of courts.

This legislation will eliminate the need for those counties who have advanced to a fourth class county to automatically have an additional person elected to a county row office strictly because of a population increase, particularly for those counties that may have a population skewed by a state prison or transient students.  To have two, rather than one person, hold the offices of prothonotary and clerk of courts for artificial population numbers will not provide new services and will only increase costs to taxpayers.  This bill will, therefore, provide flexibility to counties that have advanced to a fourth class by giving the county commissioners the option to adopt a resolution to provide that one person shall continue to hold both offices.
