As you likely know, Commonwealth procurement procedures have recently come under scrutiny, particularly in relation to government contracts granted under sole source procurement provisions that are not competitively bid. At a time when taxpayers are urging the government to make meaningful reforms, we must establish processes whereby comprehensive information pertaining to government contracts is readily available.
State contracts should be formally examined, and the results made available to the public, to ensure that the benefits of each contract are equivalent to or exceed the cost to taxpayers. As public officials, we are stewards of our constituents’ tax dollars—we must do everything possible to ensure that they are spent in the most efficient means possible.
I intend to introduce legislation that would amend the Procurement Code to require that a cost-benefit analysis be completed on all state contracts of $50,000 or more before the contract is implemented. The only exception to the requirement would be in the case of a threat of public health, welfare, or safety, or in cases of urgency out of the control of the Commonwealth. This legislation would also require that the analyses be posted on the Treasury Department’s website with their corresponding contracts. It is my hope that these analyses will help to increase transparency in the Commonwealth’s procurement practices.
