In the near future, I plan to introduce legislation amending Title 23 (Domestic Relations) of the Pennsylvania Consolidated Statutes providing for the responsibilities of the Department of Health concerning adoption-related materials.
The informed consent provisions in Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes references printed materials that list agencies which offer alternatives to abortion, which are published by the Department of Health. However, the contents of the materials are undefined.
Part III of Title 23 (Domestic Relations) outlines adoption provisions. My legislation amends Part III by requiring the Department of Health to include adoption-related materials when it provides printed materials that list agencies which offer alternatives to abortion. Specifically, the adoption-related materials will include information pertaining to the adoption process, the rights and responsibilities of the parent or parents, and the adoptive parents, the costs associated with adoption, and testimonials.
As a result of restrictions enacted by the Russian government, the number of children available for adoption has been reduced significantly. It is my hope that requiring the Department to provide extensive information regarding adoptions will create new opportunities for those who desire to adopt.
