I plan to reintroduce legislation that will amend Title 4 Amusements to require each slot machine licensee to collect a $2 per patron admission fee to establish the Intellectual Disabilities and Autism Waiting List Account in the State Treasury.
Currently, there are 14,024 individuals with intellectual disabilities or autism who are waiting for home and community based services. Of this number, 5,877 are in the critical category and another 4,463 are in the emergency category. Many of these are young adults aging out of children’s services, while many others are older adults with disabilities being cared for by an elderly parent.
Every year, in this difficult economic environment, Pennsylvania struggles to come up with funding in the budget to provide services for these vulnerable individuals. This legislation will create a funding resource that is not dependent on tax dollars for support.
