Memo
When we return to session, I intend to introduce legislation that would amend Act 129 of 2008. Act 129 imposed requirements on electric distribution companies to reduce energy consumption and demand.
This legislation would expand Act 129’s applicability to natural gas distribution companies. It would require natural gas distribution companies such as PECO and PGW to reduce natural gas consumption and demand 1% by 2018 and 3% by 2020.
Additionally, the bill would allow electric and natural gas distribution companies to recover revenue decreased as a result of implementing energy efficiency and conservation programs.
Finally, the bill would eliminate a 2% cap on allowable revenue that electric and natural gas distribution companies can spend on implementing energy efficiency and conservation programs.
This legislation will help reduce help reduce energy costs, create jobs, and reduce greenhouse gas emissions.
