In the near future, I plan to introduce legislation to create the Mixed-Use Development Fund within the Pennsylvania Housing Finance Agency (PHFA). My proposed legislation is companion to legislation being offered by Sen. Jay Costa, who authored the language.
The Mixed-Use Development Program will provide funds to any of the following:
The PHFA will be required to adopt guidelines for the program within 180 days of passage of this bill. The agency also will be required to submit an annual report to the governor, auditor general, the Senate Urban Affairs and Housing Committee, and the House Commerce Committee, as well as make it available to the public on its website.
Funding for the program will require an appropriation by the General Assembly.

- Development, redevelopment and rehabilitation projects;
- cultural and historical preservation projects;
- projects to increase the availability of residential, commercial and mixed-use properties for sale and rent; and/or
- projects to revitalize communities.
