In the near future, I will re-introduce legislation – former House Bill 595 of the 2013-2014 Legislative Session – to require an I.D. when appearing before a notary to certify a copy of a deed.
 
One of a notary’s main responsibilities is to determine, beyond all reasonable doubt, that the individual who has come to get his or her documents authorized is the same person named in the document as the signer.  It is known as the “golden rule” of every notarial act that the signer is physically before the notary.  Therefore, by simply attaching a copy of the individual’s I.D. which would be required to bear a photograph of the individual, there is a clear record and paper trail to verify the identity of the person appearing before the notarial officer.
