In the near future, I plan to introduce legislation amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes providing for the issuance of an identification card, free of charge, for individuals surrendering their licenses.
 
Specifically, my proposal would eliminate the identification card fee of $29.50 for the following individuals:
 
  • A person voluntarily surrendering their driving privilege;
 
  • A person surrendering their driver’s license due to suspension or revocation of an operating privilege; and
 
  • A person under the age of 18 surrendering their driver’s or learner’s permit as a result of their guardian withdrawing consent for the minor to operate a motor vehicle.
 
Although such individuals relinquish their driving privileges, they may choose to obtain an identification card for a number of reasons including, but not limited to, cases of emergency, applying for employment, and verification of identity.  In doing so, the fee for an identification card may represent a financial hardship to those already facing obstacles not being able to drive.
