In the near future, I plan to re-introduce a legislative package (former HB’s 552 & 553 of 2017-18 session) that will allow a barber or cosmetologist to practice in a mobile setting.

Many constituents in my area - and I suspect many other areas around the state - are unable to travel to a salon or barber shop. This legislation would allow service to occur within a home, a senior center, a local recreational center, etc.  A licensed salon or barber shop and/or licensed individual cosmetologist or barber would be allowed to utilize and operate a mobile salon/barbershop, which allows for small businesses to thrive and for those who cannot get to a physical, traditional shop to be served as well.

Updating the license requirements would also allow for “make-over” parties or planned gatherings such as weddings ~ bride and groom and their court attendants preparations; to include this type of service at their events.   Additionally, allowing a barber or cosmetologist to operate through a mobile setting as well as a traditional setting provides an opportunity for expansion of their business and customer base. In addition, this legislation will ensure sanitation and the maintenance of a traditional cosmetology salon or barber shop as well.

The first bill deals with Mobile Barbershops; it amends the Barber's License Law ACT of June 19, 1931 (P.L. 589, No. 202).

The second bill deals with Mobile Salons; it amends the Cosmetology law ACT May 3, 1933 (P.L. 242, No. 86).
