Colleagues,

In the near future I plan on introducing legislation that will amend the Municipal Authorities Act to allow owners of multiple properties or buildings with multiple units that are served by a single meter to request a rate study using a years worth of usage data to determine if an adjustment is needed in the amount that the property owner pays.  After the initial rate adjustment the property owner and the authority can occasionally ask for another reassessment to ensure proper billing of properties.

This legislation is necessary because in some cases authorities will over bill this classification of properties through the use of so called ghost meters, where each unit is treated as an individual unit despite not having a meter to determine the units individual usage.  This can lead to situations where property owners are billed for thousands of gallons of water when they never come close to using the actual amount they pay for. However, there is no clear mechanism in the Authorities act to rectify this problem, which is what my legislation seeks to address.
