Memo
Protecting the integrity of municipal and county boundaries in the congressional reapportionment  process is the goal of this legislation.  My proposal acknowledges the priority of population equality in the congressional redistricting process while establishing parameters that will minimize the divisions of counties and municipalities in this process.

Specifically, my legislation proposes to amend the Election Code to constrain the division of municipalities and counties.  First, the proposal would create a general rule under which each congressional district is required to have a deviation from the ideal population of zero.  Secondly, the bill establishes an exception, as follows:
 
  • A deviation from the ideal population of one or more districts is permissible if necessary to prevent the division of a county or municipality with a population that is less than the ideal population
Municipal and county integrity are important redistricting standards.  Municipalities and counties best define our communities.  By establishing the standards under which the General Assembly may consider municipal and county splits, this proposal will serve to protect and strengthen the voice of the people.
