On June 14, 2021, a toddler fell from the two-story window of a rental unit 2 doors from my district office. The boy was taken to the hospital in critical condition. This is just one tragic example reminding us that windows and home safety cannot be ignored. Sadly, as many as 12 children die per year due to falling from a window in their homes.
My legislation, based on a City of Allentown ordinance, establishes requirements for window guards to be installed and maintained by landlords for the health and safety of young children under the age of 10 years. However, this legislation takes this protection a step further extending the requirement to disabled and older adults living in multiple-unit dwellings. Tenants must request window guards in writing to the landlord.
Protecting our most vulnerable Pennsylvanians is a most critical facet in maintaining the health and safety of our citizens. We must provide for the most defenseless among us when it comes to housing safety. I hope you will join me in supporting this important legislation.
