Exempting Duplicate Identification Card Fees for Homeless Pennsylvanians

Individuals experiencing homelessness face numerous challenges in their day-to-day lives and often the greatest obstacle to getting a job or help through a public assistance program is the inability to provide proof of identity. That is why we came together in a bipartisan fashion last year to provide state-issued identification (ID) cards to people experiencing homelessness at no cost. Recently when a homeless constituent came to my district office and we were unable to help secure a duplicate ID card, I was moved to introduce legislation that will exempt fees for duplicate ID cards for individuals who are experiencing homelessness. 
 
Currently, the law only provides for a fee exemption for either an initial or renewal ID. My legislation would expand those exemptions to cover the cost of one duplicate card during the term of the identification card.
 
When experiencing homelessness, there is a higher risk of having an item go missing or becoming stolen. When such an item is as critical as an ID card, we should not be further penalizing people who are already in a vulnerable position by levying fees and refusing to provide help outside of their ID’s renewal timeframe. Making sure the people of our districts have the tools they need to provide for themselves and their families should be a top priority. For this reason, I ask that you please join me in expanding access to ID cards for people experiencing homelessness. Your consideration is greatly appreciated.
