In recent months, theft of catalytic converters has increased across the nation. Due to the stressors the pandemic placed on the mining of metals across the world, the price for the precious metals coating the inside of a catalytic converter has skyrocketed. This has led to a spike in thefts with parts being stolen from underneath parked cars and then sold illegally. Some of these thefts have also ended in violence and tragedy.
 
No one should have to deal with the expense of replacing stolen parts from their vehicle. That is why I am introducing legislation that expands regulations on the transaction of catalytic converters in scrap yards. This bill will combat catalytic converter theft by requiring the following steps before a transaction is completed:

• Requiring any individual that is trying to sell a catalytic converter to a scrap yard to provide the year, make, model, and vehicle identification number for the vehicle from which the catalytic converter was removed.
• Requiring the buyer to take a picture of the catalytic converter and the seller of the catalytic converter at the time of the sale.
• Requiring the buyer to withhold payment for two days after the purchase of a catalytic converter is complete.
