In the near future, I plan to reintroduce a legislative package (former HB’s 1201 & 1202 of 2019-20 session) that will allow barbers and cosmetologists to practice in a mobile setting.
 
Many constituents in my area - and, I suspect, in many other areas around the state - have difficulty traveling to a salon or barbershop.  This legislation would allow service providers to bring a fully equipped salon or barbershop to a home, a senior center, a local recreational center, etc. Updating the law would also pave the way for professionals to bring a salon and its services to single-day events, such as bridal parties or "makeover" parties.
 
Permitting cosmetologists and barbers to operate mobile salons/barbershops would assist those community members who are unable to get to a physical, traditional shop, or those who would simply prefer the convenience of having the salon come to them. It would also provide opportunities for new small businesses to open and thrive.
 
The proposed legislation will ensure that the sanitation and maintenance practices of a traditional cosmetology salon or barbershop are adhered to in a mobile shop as well.
 
The first bill in the package deals with Mobile Barbershops; it amends the Barber's License Law ACT of June 19, 1931 (P.L. 589, No. 202).  The second bill deals with Mobile Salons; it amends the Cosmetology Law ACT May 3, 1933 (P.L. 242, No. 86).
