Self-exclusion from Purchasing Alcohol

In the near future, I plan to introduce legislation that would allow individuals to voluntarily self-exclude themselves from being able to purchase alcohol. This bill would create a system of self-exclusion similar to the PGCB’s self-exclusion list for problem gamblers.
Self-exclusion is a process that allows a person to request to be excluded from the ability to purchase alcohol from any Good Wine and Fine Spirits store or any other establishment who possess a valid liquor license within the Commonwealth of Pennsylvania.
 
The request for self-exclusion requires the following identifying information:
  1. Name, including any aliases or nicknames
  2. Date of Birth
  3. Address of current residence
  4. Telephone number
  5. Social Security number, when voluntarily provided.
  6. Physical description, including height, weight, gender, hair color, eye color and any other physical characteristic that may assist in identification.
  7. Government-issued photo identification such as a driver’s license or passport
 
Self-exclusions will remain in effect for 5-years or until the self-excluded person requests removal from the PLCB’s Self-Exclusion List. A person can renew their self-exclusion when their period expires.
 
A person cannot place another person on the Self-Exclusion List. Placement on the list is entirely voluntary and must be done by the individual seeking exclusion. Self-exclusion cannot be court ordered nor can it be a condition of any plea deal. Self-exclusion should not be taken into consideration by the courts for any purpose.
