When American workers get the first shot at supplying the steel needed for a bridge project or constructing a new building, they’re always up to the challenge. Since 2008, Pennsylvania has pumped more than $2.5 billion in public money into companies that built facilities, expanded operations, shot movies and conducted research here. This public investment is crucial to encourage employers to locate here and tap into Pennsylvania’s talent and resources.
To make this partnership work, however, these companies must support the taxpayers who supply that money. That’s why I’m introducing a package of legislation that would expand the requirements for using American-made materials not just to public works projects, but also to private development that receives public funding.
If public tax dollars are on the line – whether through grants, low-interest loans, tax credits or other subsidies – the companies who receive them should support steel mills and other manufacturers in Pennsylvania and across the United States. These businesses offer good-paying jobs to working families while providing high-quality products.
Please join me in moving the economy forward by promoting American-made products and workers.

Document 1 - Introduced as HB 2853
Bill 1: Amends the Underground Utility Line Protection Act to require American-made steel to be used in all construction and repair of underground pipelines. Per current state law, steel is considered American-made if at least 75 percent of the raw material and production occurs in the United States.

Bill 2: Requires any construction or repair projects done by a private entity that receives any taxpayer funding to use American-made steel. Per current state law, steel is considered American-made if at least 75 percent of the raw material and production occurs in the United States.

Bill 3: Provides a 2-percent bid discount on bids for public projects (such as those carried out by school districts, municipalities and state agencies) when American-made materials are used in the price quote.
