The Commonwealth has made great strides reducing greenhouse gas (GHG) emissions as well as emissions from nitrogen oxides and other volatile organic compounds having already met the reduction targets that were set out for Pennsylvania in President Obama’s Clean Power Plan.
Representative Guzman and I are pleased to announce that we will be introducing two bills to incentivize the use of low emission transportation fuels. The Pennsylvania Department of Environmental Protection’s 2021 Greenhouse Gas Inventory Report states that the transportation sector accounts for 24% of the total GHG emissions in the Commonwealth.
By advancing both pieces of legislation, we have the opportunity to beneficially reuse animal manure, wastewater sludge, garbage, and food waste to create low emission transportation fuels. We will make material reductions in methane and other emissions from the transportation sector while assisting our farmers and other industrial sectors such as municipal wastewater treatment facilities.

Document 1 - Introduced as HB 2870
The first bill will amend the Alternative Fuels Incentive Grant Program to more fully incorporate low emission transportation fuel sources within the existing grant and reimbursement program and to target the utilization of the limited funds to providing assistance to municipal and other fleets as well as individual vehicle owners.
Document 2 - Introduced as HB 2871
The second bill in our package will amend the Biofuel Production and Instate Production Act to incorporate expanse of low emission transportation fuels. This bill will utilize the existing and proven structure that includes benchmarks, is trackable and familiar to the industry participants.
