One of our most important constitutional rights is the right to earn an honest living. Yet, Pennsylvania continues to place barriers for our citizens to exercise this right.  In the coming days, I plan to reintroduce legislation that will reform Pennsylvania’s approach to occupational licensing and create jobs and opportunities for small business entrepreneurs across the state.
 
Pennsylvania’s beauty industry is ripe with potential for jobs and opportunity. However, overregulation stifles the industry’s potential.  Currently, Pennsylvania requires all beauty professionals to spend thousands of hours and dollars on unnecessary cosmetology programs where they incur substantial debt, even if they are already skilled entrepreneurs with strong client bases.
 
This legislation will exempt niche beauty professionals with limited scope of practices from licensing requirements.  It will help skilled professionals get to work without needing to undergo predatory cosmetology programs and burdensome licensing requirements.  Instead, beauty professionals will be able to use their skills to fully realize their small business aspirations and pay taxes instead of being forced to work in underground economies.
 
This bill takes a proven method of reform to bring substantial changes to the state’s beauty industry. By exempting shampooers, braiders, makeup artists, blow dry stylists, threaders, and eyelash extension professionals from licensing requirements, Pennsylvanian professionals will be able to grow the industry and consumers would benefit from the wealth of resources.
