I plan to introduce legislation that requires the State Board of Education (Board) to establish a schedule for the review of all academic standards under 22 Pa. Code Ch. 4 (relating to academic standards and assessments). The schedule shall ensure that state academic standards of each content area are reviewed by the board at least every three (3) years. During the review process, the board will determine if the academic standards are age appropriate, clear, industry specific, academically challenging, and meet the needs of the job market. The board shall make revisions by regulation as necessary.
Additionally, the board will report to the Chairs of the House and Senate Education Committees the following:
(i) A list of all updates and revisions to the state academic standards of the specific content area.
(ii) The purpose for all updates and revisions to state academic standards, or if, upon review, the board determines academic standards for a content area do not require updates or revisions, the board shall include an explanation for the continuation of current academic standards.
(iii) List of stakeholders involved in the review process.
(iv) Title and citation of any applicable frameworks and guidelines from outside organizations utilized in the development of the updated state academic standards.
(v) Timeframe for the implementation of the updated state academic standards.
This requirement does not impact Regulatory Review Act procedures.
