In order to receive a REAL ID, individuals must provide a valid birth certificate or unexpired U.S. Passport as proof of identity. Pennsylvanians whose name is inaccurately listed on their birth certificate, such as those who have changed their name or who have a misspelling on their birth certificate, are often required to correct their birth certificate, costing them $20 on top of the cost of obtaining a REAL ID.

For the hundreds of thousands of Pennsylvania seniors who live near or below the poverty line, this unnecessary barrier is simply unacceptable. For this reason, my legislation will exempt individuals 65 years and older from the fee to revise a birth certificate to obtain a REAL ID.
