The Supplemental Nutrition Assistance Program (SNAP) is a vital lifeline helping fight food insecurity for over a million Pennsylvanians. SNAP eligibility is determined in part by calculating Social Security as part of a participant’s income. Due to rising inflation of the last two years, Social Security payments are increasing by an average of $140/month.
The side effect of this is it is pushing about 250,000 Pennsylvania households into lower SNAP benefits, or out of SNAP altogether. Further, Congress has for the last several years been providing Emergency Allotments (EAs), extra monthly SNAP benefits, in reaction to the COVID-19 pandemic. These EAs are now simultaneously ending as Social Security increases put pressure on those who rely on SNAP. Loss of EAs will lead to an average decrease in $100-$175 in monthly benefits for SNAP households.
Our resolution will call on the United States Congress to fix these issues by raising the income limits for SNAP and encouraging Congress to either delay or make permanent EAs. It is incumbent upon Congress to fix this dual cut in benefits before countless Pennsylvanians and Americans lose much needed access to food.
