Co-Sponsorship Memo Details

I plan to introduce legislation to reinforce our constitutional requirement to enact legislation that complies with the original purpose of the legislation.  
 
My bill will amend Title 1 to include a universal legislative requirement that every bill or joint resolution introduced in the General Assembly must include a clear and concise statement of its original purpose, in compliance with Article III, Section 1 of our Pennsylvania Constitution.  This will help to ensure that legislators retain the bill's original purpose throughout the legislative process, and will help courts to understand the purpose of each enacted bill when applying the law.
