Our world is rapidly changing. The use of artificial intelligence (AI) is becoming the norm in a variety of industries including healthcare, finance, and manufacturing. AI is also used to provide personalized recommendations to consumers, and increasingly to make recommendations to employers when screening applicants. Potential employees have the right to know if AI is making the hiring decision instead of a fellow human being.
Several states have enacted laws or considered legislation concerning AI in the hiring process. We should follow suit as AI continues to advance. I plan to introduce legislation amending the Pennsylvania Human Relations Act to require employers to notify applicants of the use of AI in the hiring process prior to an employment interview. Employers must further receive an applicant’s consent to the use of AI and conduct bias audits on AI tools. The Pennsylvania Human Relations Commission will be empowered to enforce civil penalties for violations.
Pennsylvania must get ahead of the curve and regulate the use of AI in the hiring process. We must ensure our state is not left behind in an ever-advancing world. Please join me in co-sponsoring this legislation.
