Amend Bill, page 2, by inserting between lines 13 and 14
"Grossly deficient application." An application that fails
to provide necessary documents and information in sufficient
detail to perform a technical review or that demonstrates an
insufficient understanding of what is required to comply with
State statutes or regulations.
"Immediate family member." A parent, spouse, child, brother,
sister, nephew, niece, the spouse of a child, brother, sister,
nephew or niece or the parent of a spouse.
Amend Bill, page 6, by inserting between lines 27 and 28
(d) Grossly deficient application.--If an application is
deemed by the State agency to be a grossly deficient
application, the application shall be returned to the applicant
and its submission shall be null and void. A time limit under
this act shall not apply to a grossly deficient application.
Amend Bill, page 8, by inserting between lines 16 and 17
(f) Conflict of interest.--A third-party professional
administering the program shall be subject to 65 Pa.C.S. Ch. 11
(relating to ethics standards and financial disclosure) and may
not be an immediate family member of the permit applicant or an
owner, employee, officer or director with which an immediate
family member is associated.
