An Act amending the act of June 13, 1967 (P.L.31, No.21), known as the Public Welfare Code, further providing for lifetime limit, for payments to counties for services to children, for departmental administration of county child welfare services, for needs-based budgeting process, for review of county submissions and for limits on reimbursements to counties; further defining "exempt hospital"; further providing for administration; providing for managed care organization assessments; further providing for other prohibited acts, criminal penalties and civil remedies and for repayment from probate estates; providing for limit on claim reduction and for false claims; and providing for necessary action to qualify the Commonwealth for additional Medical Assistance funds under the American Recovery and Reinvestment Act of 2009 (Public Law 111-5, 123 Stat. 115).
