        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 16, 2002

                                  A RESOLUTION

     1  Honoring Carol Spizzirri on her accomplishments with the Save A
     2     Life Foundation and supporting the expansion of the Save A
     3     Life Foundation in Pennsylvania.

     4     WHEREAS, On Labor Day 1992, Christina Jean Spizzirri was
     5  involved in a fatal car accident in Illinois; and
     6     WHEREAS, The first people to arrive at the scene were local
     7  police officers who waited for emergency medical service
     8  personnel to administer first aid; and
     9     WHEREAS, Despite her injuries, Christina's life might have
    10  been saved if prompt basic first aid had been rendered; and
    11     WHEREAS, Carol Spizzirri, Christina's mother, discovered that
    12  there were no requirements for police, firefighters, 911
    13  dispatchers, school teachers, coaches and other public servants
    14  to be trained in lifesaving skills in Illinois; and

     1     WHEREAS, Eager to prevent this tragedy from happening again,
     2  Carol Spizzirri founded the Save A Life Foundation in 1992; and
     3     WHEREAS, The Save A Life Foundation is an internationally
     4  recognized not-for-profit foundation that is headquartered in
     5  Chicago, Illinois, with branches throughout the United States,
     6  including this Commonwealth and that is dedicated to the
     7  promotion and education of life-supporting first aid; and
     8     WHEREAS, The Save A Life Foundation has grown to include a
     9  team of dedicated volunteers who promote Carol Spizzirri's
    10  lifesaving mission, and the Save A Life Foundation medical
    11  advisory board includes Dr. Henry Heimlich, father of the
    12  Heimlich maneuver and head of the Heimlich Institute, Dr. Peter
    13  Safar, developer of cardiopulmonary resuscitation and the head
    14  of the Safar Research Center, Pittsburgh, Pennsylvania, and Dr.
    15  Stanley Zydlo, father of emergency medical services and Save A
    16  Life's medical director; and
    17     WHEREAS, Working with emergency medical services, fire
    18  departments and schools, the Save A Life Foundation has trained
    19  more than 43,000 children in the Chicago school district; and
    20     WHEREAS, Since the foundation has experienced tremendous
    21  growth in the last two years, it has expanded its program of
    22  teaching simple basic first aid to children to a curriculum that
    23  now consists of four comprehensive training programs geared to
    24  people of all ages; and
    25     WHEREAS, The training programs are Save A Life for Kids,
    26  Bystander Basics, Bystander Basics Automatic External
    27  Defibrillation and Bystander Advanced; and
    28     WHEREAS, Carol Spizzirri has worked closely with national,
    29  state and local legislators, heads of state and national
    30  emergency health agencies worldwide and is accredited as a pre-

     1  emergency specialist, for her role in developing a basic system
     2  to train a critical mass of citizens in emergency preparedness;
     3  and
     4     WHEREAS, Carol Spizzirri worked with Senator Richard Durbin
     5  of Illinois on a Federal appropriations bill to fund nationwide
     6  promotion and education of life-supporting first aid skills,
     7  which President Clinton signed in 1994; and
     8     WHEREAS, Carol Spizzirri continues to lead the Save A Life
     9  Foundation and assists advocates in Pennsylvania and other
    10  states in the training of public safety professionals and
    11  children in basic lifesaving emergency skills; therefore be it
    12     RESOLVED, That the House of Representatives honor Carol
    13  Spizzirri on her accomplishments with the Save A Life Foundation
    14  and support the expansion of the Save A Life Foundation
    15  throughout this Commonwealth.
