
held for the purpose of deliberating official business of taking
official action shall be open to the public.
(n) (1) Not later than July 1 of each year ending in one,
the commission shall complete and approve a preliminary
legislative redistricting plan and maps as required under this
section and make the preliminary legislative redistricting plan
and maps available to the public in a manner prescribed by law.
(2) The commission, within 30 days following the deadline
for approval of a preliminary legislative redistricting plan as
provided in paragraph (1), shall schedule and conduct at least
four public hearings, in different geographic regions of this
Commonwealth, on the preliminary legislative redistricting plan.
(3) Not later than August 15 of each year ending in one, the
commission shall approve a final legislative redistricting plan.
Upon approval, the commission shall certify the resulting plan
to the Secretary of the Commonwealth, and that legislative
redistricting plan shall constitute the certified final
legislative redistricting plan.
(4) If the commission fails to approve a final legislative
redistricting plan in accordance with paragraph (3), the
following shall apply:
(i) Not later than September 1 of each year ending in one,
the commission shall complete and approve a second preliminary
legislative redistricting plan and maps prepared in accordance
with subsections (j) and (k) and make the second preliminary
legislative redistricting plan and maps available to the public
in a manner prescribed by law.
(ii) Within 30 days following the deadline for approval of
the second preliminary legislative redistricting plan as
provided in subparagraph (i), the commission shall schedule and
