In the near future, I plan to introduce three pieces of legislation to deal with the dumping of foreign-made steel that is now used in shale drilling in Pennsylvania.
As you may know, a steel manufacturing operation in my district that served the shale drilling industry was recently idled because of steel dumping by foreign nations into the United States. Imports of steel from foreign countries increased 12.3 percent from 2011 to 2013. According to media reports, 28 percent of the steel market in May 2014 has been captured by foreign steel products.
The legislative package of bills that I am sponsoring would address the overall issue in three ways and serve to upgrade the safety of well pads and well sites.

Legislation
Document 1 - Introduced as SB 1458
The first bill amends Title 58 to require any safety device used in gas wells – including casings -- are made with steel manufactured in the United States.
Document 2 - Introduced as SB 1459
The second measure amends the Underground Utility Line Protection Law to require the pipelines used to transport natural gas use U.S. manufactured steel. This includes new construction or reconstruction, alterations, repairs, improvements, or maintenance.
Document 3 - Introduced as SB 1460
The third and final bill in the package would amend section 3222 of Title 58 to require the Department of Environmental Protection to create an online, publicly accessible database for data that is already collected by the Department because of Act 13 requirements.
Currently, well operators in Pennsylvania are reporting the country of origin for steel products used in newly completed wells on completion reports. However, this data is not easily or freely accessible. This measure does not impose any new reporting requirements on the industry.
Our legislation would simply require that steel data that is already collected is also posted online in a searchable database.
