Senator James Brewster
D Senate District 45
Memo
In the near future, I plan on introducing legislation that would eliminate annual, automatic cost-of-living adjustments (COLAs), per diems, state-leasing of vehicles to the General Assembly, and a gift ban for members of the General Assembly.
Legislation
Document 1 - Introduced as SB 1116
The first bill will eliminate annual, automatic COLAs. COLAs will instead be given members of the Senate and House once each decade following the decennial Census.
Document 2 - Introduced as SB 1117
The second bill will end per diems. Expenses incurred while in the official capacity as an elected official will be reimbursed when proper documentation is submitted.
Document 3 - Introduced as SB 1119
The third bill will eliminate the leasing of state vehicles to members of the state legislature. This will not eliminate reimbursement of expenses for mileage and/or tolls.
Document 4
The fourth bill will fall in line with Governor Wolf’s Executive Order 2015-01 gift ban. No member of the General Assembly may solicit or accept for the personal use of the Official or another, a gift, gratuity, favor, entertainment, hospitality, loan or any other think of monetary value, including in-kind gifts.
