In the near future, I intend to re-introduce legislation which was Senate Bill 845 in the 2013-14 legislative session.
This legislation is a Joint Resolution proposing an amendment to the Pennsylvania Constitution to increase the homestead exemption from one-half of the median assessed value of all homestead property within a local taxing jurisdiction to 100 percent of the assessed value of each homestead property within a local taxing jurisdiction.
As you are aware, the provisions of Special Session Act 1 of 2006 allow local school districts to max out the current homestead exemption utilizing income, taxes and gaming receipts. By expanding the constitutionally provided homestead exclusion, we will be able to consider current and future plans utilizing state revenue sources to provide further relief exclusively for residential homeowners.
Cosponsors of Senate Bill 845 of the 2013-14 session included: Senators ERICKSON, MENSCH, RAFFERTY, WAUGH, VULAKOVICH, ALLOWAY, KASUNIC. BREWSTER, YUDICHAK,. FERLO, FONTANA and BOSCOLA.
