School Property Tax Elimination for Older Pennsylvanians

Senator John Yudichak
D Senate District 14
Memo
I will soon introduce legislation to provide for school property tax elimination for homeowners over the age of 65 and other homeowners eligible for the Property Tax/Rent Rebate (PTRR) Program who have program-qualifying annual incomes under $18,000.
As you may know, the PTRR program already excludes half of Social Security income in determining an applicant’s income. This means that, to be eligible for the full property tax relief that will be provided by this bill, homeowners who receive Social Security may have a higher actual annual income than $18,000. Based on data made available by the Department of Revenue, over 185,000 homeowners statewide reported program-qualifying incomes under $18,000 in order to receive a rebate in 2015.
Specifically, my legislation will amend the Taxpayer Relief Act (Act 1 of 2006, 1st Special Session) to increase the supplemental rebate for eligible homeowners to provide 100 percent reimbursement for the homeowner’s real property taxes due for the year. To offset the cost of this program increase, my bill will require that revenue from table games that is currently deposited into the general fund, as well as any new gaming revenue, be deposited into the Property Tax Relief Fund for transfer to this program.
I hope you will join me in co-sponsoring this important measure. Should you have any questions, please contact my office at 717-787-7105.
