Memo
In the near future, I plan to introduce legislation to create the Spay and Neuter Statewide Task Force.

The intent of this legislation is to create a task force that will collect and review data on the number of spay and/or neuter services performed each year as well as realize any unmet needs for the service.

The Spay and Neuter Statewide Task Force will review ongoing successful local spay and neuter programs in the Commonwealth; it will review programs in other states.  It will make recommendations regarding the establishment of a spay and neuter fund that best meets the needs of the Commonwealth.

The Task Force will then Issue an  annual report to the Governor, Senate, House of Representatives, and the Secretary of Agriculture.

The Task Force will include:
  • Secretary of Agriculture (or designee)
  • 2 Members of the Senate
  • 2 Members of the House
  • 2 members of separate animal advocacy groups
  • Representative of PA Veterinary Medical Association
  • Representative of organization advocating for counties
  • Representative of PA animal rescue organization
  • Representative of a PA spay and neuter organization

Please join me in combating this problem that exits in both rural and urban settings.
