Co-Sponsorship Memo Details

I plan to introduce legislation that amends Title 62 (Procurement) of the Pennsylvania Consolidated Statutes to exempt the State System of Higher Education from the Procurement Code
 
This legislation will also exempt the Pennsylvania Higher Educational Facilities Authority from the procurement mandates.  Doing this will enable significant cost savings to the PASSHE institutions by: 

• Removing institutions from DGS construction policies, procedures and subsequent increased costs.
• Permitting institutions to procure goods and services through consortium memberships and/or collaboration with other institutions of higher education or governmental agencies such as municipalities and counties.

This legislation will allow the PASSHE institutions the same purchasing and construction authorities, processes and cost structures currently available to the State Related Institutions.
