In the near future, I will be introducing legislation to track and report on Coronavirus Relief Fund (CRF) spending, particularly for Managed Care Organizations (MCOs), long term care (LTC) facilities and other institutions that employ healthcare workers, home care workers and other direct service providers.
When the Coronavirus Aid, Relief and Economic Security (CARES) Act was passed, it specifically required the recipient of funds to report data on a monthly basis to ensure transparency and accountability for these CRF funds. The reporting takes place after the money has been distributed and is meant to ensure the money is used for expenditures incurred due to COVID-19.
According to the U.S. Department of Treasury, this can include supporting payroll and benefit costs for public health employees whose services are substantially dedicated to mitigating or responding to the COVID-19 public health emergency. This money will be essential to support our frontline workers in home care, nursing facilities, assisted living and other congregate care institutions, who are facing the brunt of the COVID-19 crisis.
My legislation will ensure accountability and transparency by requiring monthly reporting to the Commonwealth from MCOs, LTC facilities and other congregate care institutions who receive these Coronavirus Relief Funds. Recipients will report how much funding they received, how the funds have been used to date, an explanation of the expenditures when necessary, and detailed information about any sub-contracts or sub-grants awarded. These reports will be submitted to the Pennsylvania Treasury and the General Assembly.
