Title 18 and Title 35 Revision

Senator Scott Hutchinson
R Senate District 21
Memo
In the near future, I plan to re-introduce legislation that would amend Title 18 and Title 35 of the Pennsylvania Consolidated Statues, eliminating the power of the Governor or municipal government executives to restrict the purchase and possession of firearms during an emergency.
Gun safety is an important issue to all of us. Our Second Amendment right to bear arms in a legal and responsible way should be preserved during emergencies. This legislation would change both Title 18 and Title 35 of the Pennsylvania Consolidated Statutes.
In Title 18, the Governor’s and municipal government executives’ ability to ban the legal carrying of a firearm on any public street or piece of public property would be removed. Also, in Title 35, the Governor’s ability to suspend or limit the sale of firearms would be removed as well.
The Second Amendment should, along with public safety, be guarded and protected. I believe that this legislation will provide an opportunity to advance the health of both of those issues in our Commonwealth. I hope that you would please join me in sponsoring this critical legislation.
