I will soon be introducing legislation to require formal training for staff members of the Department of State on their legislative responsibilities.
The Office of the Inspector General’s (IG) report on the botched mishandling of the proposed constitutional amendment (HB 963) under former Secretary of State Kathy Boockvar has shown that some of the staff in Department of State lack the formal training needed to properly handle their responsibilities with legislation. Many employees in the report stated they do not really understand the difference between Bills, Resolutions, and Joint Resolutions.
According to the report, employees became nervous with handling legislation and some even felt physically ill.
My proposal is based on recommendations from the IG’s report. It would require formal training on the legislative process for all staff members in the Department of State who are involved in legislation. This kind of training should prevent another complete fiasco such as what we have all witnessed earlier this year regarding HB 963.
