In the near future, we plan to introduce legislation that will authorize electric low-speed scooters (e-scooter) within the city of a second class.
 
Currently, it is illegal to operate an e-scooter on public infrastructure in this Commonwealth. This legislation will update Title 75 (Vehicle Code) and permit the use of shared e-scooters, which will be under the City of Pittsburgh’s control including where, when and how the e-scooters will be operated.
 
This initiative is part of the Pittsburgh Mobility Collective (PMC). The PMC is a city-led initiative to establish an integrated Mobility as a Service (MaaS) transportation offering where e-scooters, carshare, carpool, HealthyRide Bikeshare and transit services from the Port Authority will be available to Pittsburgh’s residents and visitors through a single platform. This legislation does not permit the use of personally-owned e-scooters on public infrastructure in Pittsburgh.
 
States and cities across the United States have authorized e-scooters to provide an alternative form of transportation for their citizens. Our legislation only creates a pilot program for residents and visitors in Pittsburgh. If the results of the pilot program are favorable, then additional legislation will need to be introduced for potential expansion across the Commonwealth.
