Over $500 million has been invested in Allentown’s Neighborhood Improvement Zone (NIZ) over the last decade. To date, there has not been an objective effort to determine the success of the program in meeting its legislative intent.
In the near future, I will introduce a resolution that directs the Legislative Budget and Finance Committee (LBFC) to conduct a performance audit of the NIZ and the Allentown Neighborhood Improvement Zone Development Authority (ANIZDA). The audit will determine the effectiveness of the NIZ and ANIZDA in benefiting economic development, operating within the requirements of the enabling legislation, and determining how tax revenues are considered attributable to activities taking place within the NIZ.
The LBCF will report its findings and recommendations to the Senate.
